You need to demand in writing that this building is up to code and safe. Otherwise NO ONE should be residing anywhere in that building. The people need to relocated now!
The cracks are all over that building and that is why there is all that moisture. I think the put kilz on the wires and that is why they painted the wires white. The moisture is getting into everything and those cinderblocks are like sponges. I believe this building needs to be condemned immediately. Relocate the people and then investigate why nothing was done prior by the people who had a judicial obligation to do something!
